According to the Hull Daily Mail, Ispace plans to transform the site into an environmentally-friendly business park.
Director of the firm Simon Dixon told the newspaper: "We think Hedon Road will be really important in terms of what is going on at the docks."
In his opinion, the area is lacking modern buildings and the plans could entice many companies to establish themselves on the site.
If the plan is approved, ten industrial units and a car park would be built, while solar panels would provide ten per cent of the development's power, the information source reported.
Mr Dixon explained Ispace is working with the European Regional Development Fund to secure grants for the regeneration of the area.
Construction workers in London may also see more work, as the Homes and Communities Agency recently announced it had partly funded a multi-million pound project to renovate Rathbone Market this autumn.
