According to a joint report by the two groups, the UK's construction industry experienced growth in March 2010.
This expansion was driven by the residential property sector and came on the back of news that Britain emerged from recession towards the end of 2009.
David Noble, chief executive of CIPS, said it is "great to see" that the construction industry has turned a corner following two years of contraction.
However, he stated the recovery is still in its "very early days".
"The recession hit construction the hardest and because the industry is operating from such a low base, this upturn may be short-lived," he commented.
This coincides with calls for political parties to make the issue of housebuilding a priority at the upcoming election.
According to the Federation of Master Builders, construction activity is at its lowest level since 1946.
