However, not everybody feels that way, as some industry professionals spoke to the news provider about how the new legislation could benefit the sector.
The new rules will see communities make decisions on what can be constructed in their area.
One developer, who requested anonymity, told the information source industry workers against this principle had "lost the plot".
"If you're in the business of developing sites that are fundamentally opposed by the communities they are in, then good luck to you," he said.
Chief executive of Barratt Mark Clare agreed, telling the news agency there was much evidence to suggest engaging with local people could lead to better results.
This comes after London regional manager at the National Housing Federation Dino Patel welcomed plans to allow the city's boroughs to have more control over housing budgets, arguing it could lead to more homes being built.
