The regulator is aiming to reduce the number of slips, trips and falls from height in sectors where this type of accident regularly occurs, such as construction.
As a result, it is dispensing free advice on how improve safety standards and prevent people suffering a serious injury.
One way in which builders can reduce the risk of falling from height is by using Youngman Boards, apparatus that can support the weight of a person and come with a full handrail system.
This means you can safely work at a level above the ground in compliance with health and safety laws and without the need for any intermediate support.
Mike Harrison, spokesman for the HSE, said: "We are working with the building control profession across Britain to consider how we might cooperate more closely to encourage better standards of health and safety across the construction industry."
He added that offering advice to construction bosses would improve safety and give them the confidence to identify potential hazards when they come across them on site.
